Creates a House Study Committee consisting of seven members of the House to be appointed by the Speaker of the House.  The speaker shall designate a member of the committee as the chair of the committee.  The committee will study the conditions, needs, issues and problems related to the traffic laws of the state and recommend action or legislation deemed necessary.
