HB 907 seeks to provide the rules and regulations for the distribution, sales, manufacturing and possession of tobacco products. HB 907 provides new definitions for “E-cigarettes,” “E-liquid,” and “Vapor pens,” among other tobacco products. The legislation mainly empowers the Commissioner of Agriculture to license “e-liquid” manufacturers and regulate its ingredients, labeling, sales, storage advertisement and branding. Finally, the legislation provides for civil penalties to be imposed upon certain violations of the new Code and how those violations are to be adjudicated in court. |
