Staff Analysis of the Legislation

SUMMARY:  LC 34 4166ERS

The bill makes several changes related to the property tax digest:

  • Allows for a recalculation of the forestland protection grants paid to counties, cities, and schcool boards if an appeal of the fair market value is upheld and requires counties and cities to repay the difference
  • County tax digest shall not be approved when the assessed value that is in dispute or on appeal or in arbitration exceeds 5% of the total assessed value of the total taxable digest of the county for the same year.
  • If a complete revaluation or reappraisal has been implemented, the above amount rises to 8%.
  • If the assessed value of a single property in dispute is more than 1.5% of the total digest, the appeal or arbitration can be excluded from the determination to approve or deny the digest.
  • There are also changes to the temporary tax bills.
