Creates a Senate Study Committee on School Discipline made up of five members of the Senate

Task is to undertake a study of the disparities across the state in how students are disciplined, the type of punishments imposed by districts, time spent in alternative schools, the high rate of expulsion, and any operational disparities between students of different racial backgrounds 

Any report of the Committee must be done by December 1, 2014
