Staff Analysis of the Legislation

SUMMARY:

This bill would amend Article 7 of Chapter 3 of Title 20 and would authorize service cancellable loans for a veterinary medical degree program and would establish a State Veterinary Education Board.  Its interest lies in the opportunities it could provide to encourage students with financial problems who have veterinary medicine as an educational goal but fear the economic burden of pursuing such an academic route.

REQUIRMENTS:

  • It would establish a board to oversee the loans.
  • Preference would have to be given to food animal specialties.
  • Service cancellable loans could go up to $20,000 annually.
  • Candidates must commit to work in a rural county of 35,000 population or less.
  • Loans would be repaid at the rate of 1 year = $20,000.
  • The whole program depends on annual appropriations.
