Staff Analysis of the Legislation

SUMMARY:

            This bill would amend Subpart 2 of Part 6 of Article 6 of Chapter 2 of Title 20 of the O.C.G.A. to establish a High School Principal Incentive Pay Program to include an annual bonus if rules and regulations are met, subject to appropriations.

 

REQUIREMENTS:

  • A principal would be eligible for the pay increase if:
    • Graduation rate, scores on EOCT’s designated by the OSA, SAT scores each increase over a baseline established by OSA, or
    • The high school is in the top 5 percent of high schools in the state in the same factors listed above; and
    • The high school makes AYP; and
    • He/she has been principal in that school for at least 2 years and is currently the principal of that high school.
  • The bonus would amount to $10,000 each year in which the criteria are met, subject to General Assembly appropriations.
  • OSA would be authorized to promulgate rules and regs for implementation.

 

NOTE:

            Nothing in this bill requires any kind of demonstration that the principal contributed in any way to the success of the school in which they serve.
