Staff Analysis of the Legislation

SUMMARY:  This bill would amend Chapter 5 of Title 48 of the O.C.G.A. to change notices to taxpayers to include annual notices to every taxpayer, not just to those with changes.  Any changes or corrections, including valuation increases or decreases or equalizations would have to be included in the annual notice with an estimation of the current year’s taxes.   It also includes an option of nonbinding arbitration instead of an appeal to the Board of Equalization, or to binding arbitration in lieu of an appeal to the superior court.  It eliminates posting of notices on the courthouse door.
