Staff Analysis of the Legislation

SUMMARY:  This bill would amend Code Section 20-2-850 of the O.C.G.A.  to provide teachers compensation for furlough days in the form of sick leave.

REQUIREMENTS:

  • One day of leave for every involuntary furlough day would be allowed, but it could not be taken until the beginning of the fiscal year after the year state revenues have increased at least 6%.
  • There would be a maximum of 3 sick days allowed from this bill in any fiscal year, unless the system agrees.
  • The same arrangement would be allowed for state employees.

NOTE:  There is no additional compensation/funding to local systems to help fund this eventual addition to sick days.  Since only $150 per teacher is currently allowed, and that pays for approximately 2 days of leave annually, this is a kind gesture that results in an unfunded mandate on local systems.
