SUMMARY:  This resolution calls for  a study committee to investigate performance based salaries for teachers that addresses the potential impact on student performance; student subgroups, such as special education students; teacher recruitment and retention; teacher morale; and other factors.

REQUIREMENTS:

• Study committee would have 12 members:
  • 3 members of the Senate appointed by the Lt. Gov.
  • 3 members of the House appointed by the Speaker
  • 3 members of LBOE’s appointed by the Governor
  • 3 teachers, 1 appointed by the Gov., 1 appointed by GAE, and 1 appointed by PAGE
• Speaker and Lt. Gov. would appoint co-chairs
• Funded from House and Senate coffers for no more than 5 days
• Recommendations due December 31, 2010.
