This legislation amends the "Budget Act," by eliminating provisions concerning the annual continuation budget report, and providing the application of zero based budgeting to the budgeting process. The Governor’s Budget report must be use zero-base budgeting for ¼ to 1/3 of the budget. The bill specifies what details must be included as part of zero –base budgeting.  A Rules Committee substitute added a paragraph to clarify that University System’s budget is subject to these provisions.
