Chairman Willard’s Opinion of the Legislation:
SB 33 would authorize the Georgia Emergency Management Agency to create a building mapping information system. The system will include maps of government building to facilitate first responder efforts in case of a disaster, criminal act, or terrorist act. State and local agencies will get to decide whether to participate in the system. GEMA will provide safeguards to ensure that the maps will only be available to the agency whose building is mapped and first responders. Information provided to GEMA for the mapping system will not be subject to the open records act. The bill provides immunity for state and local agencies which participate in the mapping system. This bill does not require a fiscal note or seek state funds; it puts the necessary framework in place in the event Federal funds become available.
This bill comes to the House Floor under the Open Rule.

The Senate changed "shall be authorized" to "may be authorized". The House agreed to the Senate Amendment to the House Substitute. |
