Staff Analysis of the Legislation

Senate Bill 77

Chair's Name: Tom Rice

Committee: Motor Vehicles

Senate Sponsor: Tommie Williams

House Sponsor: Tom Rice

SB 77 will require the Georgia Department of Revenue to create an electronic filing system for the registration of commercial vehicles under the International Registration Plan.

This bill received a Do Pass recommendation from the Motor Vehicles Committee and comes to the House Floor under the Structured Rule.

Chairman Rices opinion of this legislation:

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

The current means of registering commercial vehicles under the International Registration Plan (IRP) is difficult for company owners.  As a result, many companies are registering their vehicles out of state resulting in a loss of tag revenue to Georgia.  By creating an electronic filing system for IRP tags, the process is simplified.

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

The driving force behind SB 77 is to make registering of commercial vehicles less cumbersome to trucking companies in Georgia, and to keep those companies in Georgia.

THIS LEGISLATION:

  • Reduces the Size of Government:

Streamlines a difficult procedure required by Dept. of Revenue

  • Reduces the Tax Burden on our Citizens:

By keeping trucking companies in Georgia, there will be more tax revenue from the IRP tags.
