Chairman Rice's opinion of this legislation:

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

This bill seeks to streamline the process of creating special license plates, by requiring nonprofit groups wishing to create one to meet all the criteria and have it certified by the Department of Revenue before the General Assembly considers it.

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

This bill comes in response to the amount of proposed special plates considered by the General Assembly each year that never meet the requirements for production.

THIS LEGISLATION:

  • Reduces the Size of Government:

Cuts down on the time spent on special plates by not having to consider those that cant meet all requirements.

  • Increases Personal Responsibility:

Requires those nonprofit groups wishing to create special tags for their benefit to do the work to satisfy Department of Revenue before any legislative action is taken.
