Chairman Bridges’ opinion of the legislation:
The bill provides that a member of the Employees’ Retirement system may obtain creditable service for prior service as an active member of the Georgia Judicial Retirement System or a predecessor retirement system.
If the member has not withdrawn his/her contributions to JRS, the member may elect to have all contributions made by or on behalf of such member transferred from JRS to ERS, plus interest, paid by or on behalf of the employee. If the member has withdrawn their contributions from JRS or predecessor retirement system, the member may elect to have all employer contributions paid on his/her behalf, plus interest, transferred to ERS.
In both circumstances, ERS, upon receipt of the funds, shall credit the member with the number of years of creditable service which such contributions will warrant without creating a liability to ERS.
The Rules committee adopted a substitute which added language (page 2, lines 19-27) covering the District Attorney’s Retirement System. This Rules Committee Substitute comes to the House Floor under the Open Rule. |
