Staff Analysis of the Legislation

House Bill 931

Chair's Name: Tom Rice

Committee: Motor Vehicles

House Sponsor: Tommy Benton

HB 931 changes the requirements for “authentic Historical Georgia license plates”. Current law allows these plates to be issued for vehicles with plates originally issued in 1970 or earlier. This bill strikes the reference to a specific year and instead allows these plates to be issued for cars which are at least 25 years old.

This committee substitute comes to the House Floor under the Open Rule.

Chairman Rice’s opinion of this legislation:

This bill allows antique car owners to use their “historic” plates if the car is 25 years old. It simply changes the current law which is specific to 1970. Antique car owners have lost the ability to set historic tags as each year has progressed from 1970.
