Chairman O’Neal’s Opinion of the legislation:

HB 1065 provides that local charter schools and state chartered special schools may constitute capital outlay projects, for which revenues from local sales taxes for educational purposes may be used. This bill allows for equity in the distribution of local sales tax for education revenues and allows more students to benefit from capital outlay projects. This bill also provides more local control.
