HB 1066 prohibits the purchase, sale, use, or the offer for sale or use, of any vaporized form of an alcoholic beverage produced by an alcohol vaporizing device. The operator of a licensed premises may not keep on the premises any vaporized form of an alcoholic beverage produced by an alcohol vaporizing device. Violations of this code section will be a misdemeanor, except on the second offense of offering sale or use of vaporized alcohol to a person under the age of 21 will be a misdemeanor of a high and aggravated nature. Similar medical devises (such as nebulizors) which are lawfully prescribed by a health care practitioner are excluded.

Floor amendments may be offered to further clarify the medical exemption and the ownership/possession of a vaporizing device.
