Staff Analysis of the Legislation

The first substitute shifts city regulations to food truck businesses--a person who operates a food truck or, under the same business, multiple food trucks-- rather than to food truck operators and imposes a limitation on what cities may charge for a reciprocal business license. The bill also prohibits cities from requiring a fee or permit for food trucks that operate on private property and allows food trucks to stay parked overnight for certain events. Cities may not require a food truck to provide the dates, times, and duration of their intended operation.
