This bill consolidates five rural economic development programs and creates the Rural County Economic Development Grant Program administered by GOED. The Grant Program is an effort to allow counties to plan for economic development from the ground up. The bill modifies the enterprise zone and economic development tax increment financing provisions and makes a one-time appropriation from the General Fund to the Rural County Economic Development Grant Program of $2,000,000 and an ongoing appropriation of $10,000,000 as of 2021. |
