Summary of the bill as introduced: Allows the election of additional members to a municipal council to represent nonresident residential municipal water and sewer customers when these customers are charged higher rates for these utilities than residential customers within the municipal boundaries. This bill limits the matters where these special council members are allowed to vote on utility operations and the procedure to elect these members.

The amendments provide protection for counties that have issued bonds related to development of landfills and states that this legislation in no way hinders the local government’s ability to determine through zoning where landfills are located and does not change the local government’s ability to refuse waste from outside its jurisdiction.
