03.21.2013 The Senate Finance Sales and Income Tax subcommittee carried this bill over.Summary of the bill as introduced: Clarifies that an economic development project includes a project which generates new annual cargo of at least 25,000 20 foot equivalent units connected with a new distribution center that is at least one million square feet in size, located in SC on land owned by the state or a political subdivision and supported by 200 new jobs.

Imposes a moratorium on permits for certain landfills
Summary of the bill as introduced: Imposes a moratorium in effect until December 31, 2017, on DHEC issuing permits to construct certain new Class 3 landfills or to replace or expand certain existing Class 3 landfills. The resolution also prevents DHEC from issuing approvals to increase the annual disposal rate at certain Class 3 landfills.
