The committee substitute to this bill requires all public recreation facilities that organize youth athletic activities for a fee to provide an information sheet to all coaches, referees, parents, guardians and athletes explaining the nature and risk of concussions, particularly the dangers of playing with a concussion before the beginning of the season.  A signed acknowledgment of receipt of the information sheet would be required.  The bill strongly encourages each coach and referee to complete an annual concussion recognition course meeting statutory guidelines.
