This bill allows counties to redraw their own commission districts as mandated after the completion of a census or to respond to other population changes. This change allows counties to parallel the authority available to cities under current law. Boundary adjustment is limited to those reasonably necessary to meet the one person-one vote standard. Counties would not be able to change the number of commissioners or the form of government. A local delegation preserves the ability to redraw commission districts if they desire to do so. The boundary changes would have to undergo Justice Department pre-clearance. |
