Staff Analysis of the Legislation

This legislation prohibits counties from adoting or enforcing policies preventing employees from speaking to the press about violations of or noncompliance with laws under certain conditions.  Employees must have previously reported the violation or noncompliance to a supervisor or the board of commissioners, they must wait at least sixty days, and they must have reason to believe that the violation or noncompliance has not been remedied and continues.
