Staff Analysis of the Legislation

This bill reconstitutes the Georgia Regional Transportation Authority (GRTA) board and establishes the Transit Governance Council within GRTA. This Council is comprised of the chairperson of the board of commissioners for each county within GRTA  jurisidiction, two county commisioners, who are not serving as  chair of the county commission, who will be appointed by the Governor; the mayor from the most populous city; a mayor to represent the rest of the cities in the county; one municipal elected official appointed by the Governor;  three board members appointed by the Governor; one member appionted by the Lieutenant Governor; and one member appointed by the Speaker. The purpose of the Council is to provide oversight, planning and guidance to public transit operators. This bill further creates requirements entering into contracts with MARTA.
