HB 81 will require any bill which has a significant impact on anticipated revenue or expenditure of either a local school or a local school system to be submitted for a fiscal note under CS 28-5-42. The Department of Education and the State School Superintendent are directed to cooperate with OPB in the preparation of the fiscal note. Any bill determined to have a significant impact cannot become effective sooner than July 1 of the year following the year the bill was introduced.
