HB 1071 makes numerous changes to excise taxation of tobacco products. These include: substantial changes regarding little cigars; a tax rate change for certain little cigars; changes to who is responsible for payment of any tobacco excise tax; new licensing requirements for shippers and receivers; dealers fees and licenses; record keeping requirements; and increased criminal penalties.
