HR 13 asks the voters to consider an amendment to the Georgia Constitution that would dedicate up to 25% of the state's sales tax to be used for transportation.  This provision would not kick in until the first fiscal year that the state general funds collected equal or exceed 3% of the amount collected in 2008 plus the annual population change.
