Staff Analysis of the Legislation
This proposed constitutional amendment creates a Second ESPLOST. In the event that LOST is discontinued a for any reason (see HB 1005), the county board of education of the county can by resolution levy a 1 percent ESPLOST 2. In the case of an independent school system, a concurrent resolution is required with the county system. ESPLOST 2 proceeds are to be used for millage reduction.
