SUMMARY:  LC 33 5278

The bill requires the State Board, by the 2015-16 school year, to establish a parental investment grading system for the collection and evaluation of parental investment data.  The bill also sets forth elements that must be included in the rules and regulations. Parental investment includes such things as the return of school correspondence requiring a response or signature, attendance at parent/teacher conferences, student's completion of homework, and frequency of student's tardiness and unexcused absences.

REQUIREMENTS:

Requirements are at state level only.

A local system may, upon majority resolution of the local board of education, participate in the parental investment grading system.

Participating systems shall provide a parental investment letter grade to parents with the child's report card at each grading period.  The grade may include a disclaimer that the grade is based solely on State Board rules and regulations pursuant to the code section and nobody locally has any discretion in determining the grade.

Parental investment data may be used in teacher evaluations and promotions.

Neither the state nor local systems shall be liable for a violation of any individual rights for the collection of the data or participation in the grading system.
