SUMMARY:  LC 28 6558
The bill makes all congressional, state, and county offices partisan as of January 1, 2015.  If a local act is in place by June 30, 2014, to allow non-partisan elections for a county judicial office, local school board, or consolidated government and they wish to continue the non-partisan elections, a referendum must be held at the November 2014 general election to allow the voters to affirm that choice.

REQUIREMENTS:
School boards that are elected on a  non-partisan basis would have to call a referendum in November 2014 to continue that basis.

Local baords would have to pass a resolution authorizing the referendum and deliver it to the county election superintendent at least 90 days prior to the 2014 November general election.

The ballot question will be stated:  Shall the board of education of _____________ be elected in partisan elections?

If a majority agree the election should be partisan, if there is a tie vote, or if the election is not conducted in the manner prescribed, the local act for non-partisan elections is repealed as of January 1, 2015.
Expense for the election shall be borne by the local board.
