SUMMARY:   Creates the SPLOST Reform Joint Study Committee. The Committee is to study options for school systems and local governments in structuring existing local option sales taxes.  The study would include reviewing use of local education sales tax revenues for needs other than capital construction.  

EFFECTIVE DATE: Upon approval of the General Assembly.  The committee report would be due by December 1, 2014.
