SUMMARY: LC 33 5036 The tiered flexibility bill. Districts will fall into one of two categories based on their score -- and the scores of the schools in the district -- on the new College and Career Readiness Performance Index (CCRPI). High schools will be judged in 19 areas, and the others 14. The first release of index scores will come next month. In the 2015-16 school year, the three levels of flexibility will kick in. Charter system status is the third level and the process will remain as it currently is. Category 2 districts will be the high performers with a district score of 80 or above AND 90% or more of the schools scoring 80 or higher OR showing significant growth on the CCRPI. The high performers will be free of most of the state regulations. All other districts will be Category 1. Those districts can remain under all laws and regulations or apply for waivers in alignment with their strategic plan.
EFFECTIVE DATE: Upon approval of the General Assembly and Governor.
