SUMMARY:  This bill would amend Part 6 of Article 6 of Chapter 2 of Title 20 of the O.C.G.A. to prohibit furloughs of local school system personnel when local reserve funds are available.  If a system has an unencumbered amount equal to or greater than 6% of that year’s total budget, they must use those funds or they will be prohibited from participating in QBE.
