Staff Analysis of the Legislation

SUMMARY: This bill adds a new Code section to Chapter 4 of Title 1 of the O.C.G.A. It touts the leadership of southern leaders of the Confederacy and notes that Georgia gains economically through tourism related to the Civil War. The bill itself calls for widespread observance of activities to “commemorate and honor our shared history and cultural inheritance” throughout the month of April.
REQUIREMENTS:
- Activities are encouraged, not required.
- There is a statement that all agencies, including a LBOE, can regulate unlawful speech or expression or behavior that”disrupts or involves substantial disorder or the invasion of rights of others.”
- The Civil War Commission is encouraged to develop a curriculum that may be used.
NOTES:
- This bill, though not intended to do so, could result in emotionally charged situations in schools throughout the state that could distract from the instruction of the state approved curriculum and possibly impact critical instructional time just prior to and during the administration of state testing periods.
