Staff Analysis of the Legislation

SUMMARY:

            This bill would amend Part 3 of Article 6 of Chapter 2 of Title 20 of the O.C.G.A. to require a uniform grading system for high schools to determine eligibility for HOPE scholarships.

 

REQUIREMENTS:

  • Beginning with this year’s ninth grade class, the GSFC would equate each grade in coursework in English, math, science, social studies and foreign language to a 4.0 scale with A = 4.0, B = 3.0, C = 2.0, D = 1.0 and F = 0.
  • AP and IB courses would be weighted in a uniform manner determined by the GSFC.
  • The average grade would be computed and eligibility for HOPE would be limited to those students with GPA’s equal to or in excess of 3.0 on a 4.0 scale.
