Staff Analysis of the Legislation

SUMMARY:

            This bill would amend part 3 of Article 6 of the O.C.G.A. to allow early admission to K and 1 for advanced gifted children.

 

REQUIREMENTS:

  • A child can be admitted early if:
    • The child is 4 and the local system deems early admission to K appropriate;
    • The child is 5 and the local system deems early admission to Grade 1 is appropriate.
  • An advanced gifted child would be identified on a test approved by the SBOE as identified no later than July 1, 2010.
  • SBOE would establish criteria and a process for local systems to use.
  • LEA could petition to use another instrument, as long as it considers:
    • Aptitude;
    • Achievement;
    • Performance;
    • Academic readiness for advanced placement;
    • Observable social behavior; and
    • Motivation to learn.
  • The process must include:
    • A timeline for parents to apply;
    • A description of LEA personnel involved in identification of advanced gifted children;
    • A description of how each child would be evaluated;
    • A description of the entire body of evidence that would be used to make a decision;
    • A description of the collaborative nature of the decision between school personnel and parents, etc.
    • A description of how the child’s progress will be monitored;
    • The process and timeline for parents to appeal the decision;
    • Additional criteria and process as desired by the LBOE.
  • LBOE’s would have to make public all criteria and process elements.
  • LBOE’s may not charge a fee for assessments or any other procedures used to identify such children.
