Staff Analysis of the Legislation

SUMMARY:  This bill would amend Title 48 of the O.C.G.A. to change tax tables for high income tax brackets, to provide an income tax credit for 5% of the amount of the federal Earned Income Credit.  The tax brackets would increase to provide for incomes over $400,000.  It would also eliminate exemptions to sales tax for businesses which are located out of state but do business in the state, including Internet transactions.  It would apply to the sum total of all sales of tangible property or services without any deductions of any kind, such as telephone service, which would be struck.  The tax would apply to electric utilities, which are currently exempt, along with a number of other exemptions currently in the law.  In addition, it would imposed a $1.00 per pack cigarette tax.
