Staff Analysis of the Legislation

SUMMARY:

            This resolution proposes an amendment to the Constitution to authorize any county or municipality to hold a referendum to exempt homesteads owned solely or jointly by a teacher, firefighter, or law enforcement officer up to $250,000.00.  Once such a referendum is passed, revocation efforts oould not begin until 5 years after it passed, and the revocation could not take effect until 5 more years after a referendum approved revocation.

 

NOTE:

            Though a nice gesture, and one that could help these public servants greatly in a time of financial crisis, they, too, should have a stake in contributing to governmental services provided by state, county and municipal governments, including schools.  As noted so many times this session, though this bill may seem insignificant by itself, the combined effect of all such proposals taken together for one special group or another could greatly impair the already floundering revenue of the state and local governments.
