Staff Analysis of the Legislation

SUMMARY:

            This resolution would take a long-needed look at the state tax exemptions in this state, a body of material that has not been considered in 10 years or longer.

 

REQUIREMENTS:

  • The resolution calls for the study committee to examine all the laws on tax exemptions.
  • It calls for a review of the origins of all existing state tax exemptions.
  • It calls for a determination of the actual value of each exemption to the state’s economy.
  • It calls for a means-based method of establishing exemption-to-value ratio.
  • The result of the study would be recommendations regarding repeal, amendment or enactment of tax exemptions to the Speaker and all committing chairs.

 

NOTE:

            Good idea, and consistent with legislative positions adopted by GSSA and many other organizations.
