Staff Analysis of the Legislation

SUMMARY:  This resolution would call for creation of a study committee of 17 members to conduct a “comprehensive and exhaustive” study of tax laws and tax policies in Georgia to create a more balanced system.  Their report would be due December 15, 2010.

 

REQUIREMENTS:

  • The membership of the commission would include:
    • Chair of House Ways and Means—member and cochair of commission
    • Chair of Senate Finance—member and cochair
    • Five members appointed by Speaker, 2 selected from nominations by minority leader and 4 who are not members of the House or Senate
    • Five members appointed by the President of the Senate, 2 selected from nominations by the minority leader and 4 who are not members of the House or Senate
    • Five members appointed by Governor, 2 selected from nominations by minority leader in the House and 2 from nominations by minority leader in the Senate and 4 who are not members of the House or Senate.
  • A long list of resources to be consulted by the commission is listed.
  • No compensation would be provided, but mileage and reimbursement of expenses for those who are state officials or employees.
  • Ten days of meetings would be allowed.
  • Allowances for release of confidential information is addressed in the resolution.
