Modifies the permissible percentage of alcohol in beer and heavy beer. It increased the allowable from 4% to 5% of alcohol by volume or 3.2% increase to 4% by weight. It also creates the Beer Availability Workgroup within the DABC to study issues related beer availability, alcohol content, and retail practices.
