Staff Analysis of the Legislation

This bill enacts a Peer-to-Peer Platform Act to preempt local regulation of peer-to-peer companies, which are defined as companies that use a peer-to-peer platform to connect independent individuals in order to exchange a product or service. Under the bill, local government is precluded from regulating a peer-to-peer company “in the same or substantially similar manner as a transaction facilitated by a business that offers the same product or service to the public.” The bill also imposes limitations on regulation of peer-to-peer transactions at airports.
