Clemson Advocates-Final State Budget Update

Thursday evening, June 27th, the South Carolina Senate finalized action on Governor Haley's budget vetoes related to Clemson University and Clemson PSA.  The House finished their work on the vetoes on Wednesday, June 26. 
 

Below are the vote tallies for each veto:

Veto 15 ($150,000 - Position associated with Advanced Plant Technology Program)

Capital Reserve Fund Bill

Veto 10 ($3 million – Clemson PSA Advanced Plant Technology Lab)

As a recap, the state budget for FY2013-14 contains the following for Clemson University: 

Clemson E&G

  • $3 million in recurring funding for the Center for Energy Systems at the Clemson University Restoration Institute (CURI) 
  • $1 million in nonrecurring funding for Undergraduate Student Engagement Programs
  • $2.7 million in nonrecurring funding for Deferred Maintenance 

Clemson PSA

  • $1 million in recurring funding for Advanced Plant Technology at the Pee Dee Research and Education Center in Florence, SC
  • $500,000 in recurring funding for Precision Agriculture
  • $300,000 in recurring funding for the Veterinary Diagnostic Center at Livestock-Poultry Health in Columbia, SC
  • $3 million in nonrecurring funding for the Advanced Plant Technology Laboratory at the Pee Dee Research and Education Center in Florence, SC
  • Inclusion of Proviso 45.6 (Fertilizer Inspections) which produces $450,000 in revenue to support the Agriculture Services Lab

Lottery scholarships were funded in the following amounts:

·         LIFE Scholarships   $169,060,402

·         Hope Scholarships $39,216,550

·         Palmetto Fellows     $8,011,583 

$1.5 million in recurring funding (lottery dollars) was included for PASCAL, the statewide virtual library for higher education.  

$1.75 million in (EIA) in recurring funding for STEM education efforts in grades K-12 was also included for South Carolina’s Coalition for Science and Mathematics which is associated with Clemson's College of Engineering and Science.  

State employees will not see an increase in health care premiums in their paychecks. 

State employees will have to participate in a 20% co-pay increase for health care services.
