Legislation would lift restrictions on colleges

COLUMBIA -- Details are expected today of proposed legislation intended to spur economic development by lifting some of the regulations on the state�s three research universities.

House Speaker David Wilkins, R-Greenville, and House Ways and Means Committee Chairman Bobby Harrell, R-Charleston, are expected to unveil the legislative package during a 2 p.m. news conference at the Statehouse.

Clemson University President Jim Barker, along with the presidents of the University of South Carolina and the Medical University of South Carolina, are expected to attend, as are state business leaders and the legislation�s other co-sponsors.

Among the regulatory reforms the three research institutions are seeking is a change allowing for private capital development on university property.
