A graduate of Wallkill Valley Regional High School in Hamburg, Fantasia earned her undergraduate degree in 1995 at Davis & Elkins College in West Virginia, and a master's in educational leadership in 2014 from Capella University through the assistance of a scholarship for working moms.

She has worked in education, in both traditional public schools and public charter schools, for more than 15 years as a teacher and middle school principal. She is currently a district administrator for the Bergen Arts and Science Charter School in Garfield. She was named the school's teacher of the year in 2010.

Fantasia served on the Sussex County Board of County Commissioners from 2019 through 2023, and was appointed director in 2021. She was on the Franklin Borough Council for three years before being appointed president in 2018. She was also a member of the borough's planning and zoning boards, and economic development committee. Her volunteer experience has been focused on improving the lives of senior citizens and veterans.

She resides in Franklin Borough and raised three adult children as a single mother.
