BioRep. Lincoln Barnett is serving his first term in the Arkansas House of Representatives, representing District 63, which encompasses portions of Crittenden and St. Francis counties.
For the 95th General Assembly, Rep. Barnett serves on the House Education Committee and the House Aging, Children and Youth, Legislative and Military Affairs Committee.
Rep. Barnett previously served as the mayor of Hughes (2019-2025). He also served as a School Board Member for the Hughes School District (2012-2015).
Rep. Barnett is a graduate of Morehouse College. He also holds a Master of Divinity from Memphis Theological Seminary.
Rep. Barnett serves as the Delta Regional Director for Rural Community Alliance and is actively involved in several organizations, including the Hughes Community Action Network, the Lee County Cooperative Clinic/Olly Neal Health Center (where he serves as Vice Chair), the Democratic Party of St. Francis County, the Democratic Party of Arkansas - State Committee, the Arkansas Municipal League, the Arkansas Black Mayors Association, and the African American Mayors Association. He is also a member of Omega Psi Phi Fraternity, Incorporated.

Rep. Barnett resides in Hughes, Arkansas and is married to Dr. Freda Barnett.
