Bio

Rep. Carol Dalby is serving her fourth term in the Arkansas House. She represents District 100 which includes Texarkana and a portion of Miller County.

For the 94th General Assembly, Rep. Dalby serves as the Chair of the House Judiciary Committee. She also serves on the House City, County and Local Affairs Committee and the Legislative Joint Auditing Committee. Rep. Dalby is an attorney practicing in Texarkana. She graduated from Ouachita Baptist University and then went on to earn her master's from East Texas State University (now Texas A&M). She later earned her Juris Doctor from the University of Arkansas School of Law in Fayetteville.

Rep. Dalby has previously served as President of the Texarkana School Board. She was appointed to serve as District Judge in Miller County and as a Special Justice to the Arkansas Supreme Court.

She has previously served as president for Opportunities Inc. and for the Junior League of Texarkana. She was honored for her work with the Junior League receiving the Outstanding Sustainer Award, an award honoring members with outstanding volunteer service.

She also served as president for the Texarkana Regional Arts Council/Women for the Arts; President of the Library Commission, and Chair of the local Red Cross.

Rep. Dalby is a member of the First United Methodist Church. She has two grown children and lives in Texarkana with her husband, John.
